Dear parents,

1. You may have read about the recent announcements by MOE on the education front. We would like to share with you what¡¯s in store.

A Top-Performing Education System

2. Our education system is internationally recognised for high standards in language proficiency, numeracy and the sciences. We are in a good position now and we should build on the strengths of our present system, to prepare our children for the future.

Review of Primary Education

3. MOE is conducting a review of primary education to explore how schools can enhance holistic learning to better prepare our pupils for the future. The objective is to strike a better balance between equipping our pupils with foundational knowledge and developing in them the skills and values that will prepare them for life. In this regard, MOE is exploring the following areas:

    1. enhancing academic and co-curricular programmes to nurture lifeskills and develop character in our pupils from a young age.
    1. Moving towards single-session primary schools to create more time and space for holistic education.

Developing a New Generation School Team

4. We believe that building a strong school team is critical to delivering quality education to every child. Thus MOE will also consider raising the minimum qualifications of teachers joining the service and introducing programmes to enhance the professional development of the existing teaching force. MOE will also grow the pool of allied educators (full-time school counsellors, special needs officers and education associates) in schools to provide teachers with greater support in enhancing holistic learning.

Primary Education Review (PERI) Committee

5. Ms Grace Fu, Senior Minister of State (MOE) will be leading a committee, the Primary Education Review (PERI) Committee, to explore more ways to enhance primary education.

6. Over the next few months, the committee will be carrying out a public consultation exercise to solicit views and feedback from the public on the recommendations to enhance primary education. The committee will complete its study and submit its report in March 2009.
